Assumption: We cannot keep anyone out who truly wants in. We can do a good job, we can do an especially good job if we follow Detective Orangehound's lead to the letter, but anyone who has a penny's worth of brains and a lot of perseverance can get in. That is just the nature of the internet.
If we can't keep someone out who wants to be here, we might as well let anyone in so long as they are behaving. A sort of moral ideal of you get to stay, you aren't allowed here anymore is silly because of how easily it can be circumvented. The determining factor on who stays and goes is based primarily on practical, not ideological merit.
That is not to say that there is no punishment for being banned. No matter what they say, many care about their days registered, their karma, their name, and everyone cares about their reputation in some form or fashion. Not to mention the pain in the ass of either circumventing the approval process by going through 7 proxies and creating a fake identity or of having annoying people with internet power ask you really stupid questions about why they should let you in this time.
That's not to say that we let everyone in either. Occasionally there are exceptions to those who have consistently acted in highly toxic manner towards BF2S. That is to say not consistently riding the line on subjective, borderline content, but frequently demonstrating their inability to understand where the line between attempting to have fun for yourself on the internet and in taking away the rights of others to do so.
That is my opinion, and without putting words in his mouth I think chuy's reasoning for the policy is largely a derivative of the above (as from what I understand from his previous posts on the matter).
