I'm getting a new heatsink/fan anyway.  I can just pick out the dust underneath the current one while i'm replacing the processor.  Unless you meant the fan pushing everything out of it.

It's always good to keep everything inside your PC somewhat clean. That means using some pressurized air on eveyrthing inside once in a while. Things run much better when they're clean.

My dad said I should just use the heatsink/fan i'm using right now, do you guys think the one one i'm using right now for a 1.6 will be able to sufficiently cool a 2.2?

You can take it appart and wash it... seriously a little soapy water and let it dry. Remember don't wash the fan :p

I'm talking about just the heat sink here that's it no cards or CPU's etc.

Unlikely if its a stock HSF, and especially not with all that dust in there! Compressed air shouldn't cost more than 5-10 bucks and have a look in a hardware store or somewhere.

Our Walmart sucks, there's a bunch of bums that work there giving people bad service.  They wouldn't let us eat in the food court because nobody cleaned up after themselves.

meh, the lower cache is the main bottleneck, fsb u can always ramp up...

It's unfortunate, but the Intel Netburst architecture is heavily dependent on L2/L3 cache and FSB speed.  Because of the very deep pipelines, a miss by the BPU results in a massive penalty to flush and repopulate the pipes.  This is why the P4's scale so well as cache and FSB are increased.
