didn't get the deal but I fucking love Vice City. that game is half of what started off a good part of my current music interests (iron maiden, judas priest, ozzy, twisted sister - the lead singer's son was in one of my classes sophomore year, megadeth, toto, michael jackson, foreigner, etc).
not to mention the general atmosphere of it was incredible. and that last mission...
can't wait for GTA V which looks like it'll be in Vice City as well

It's perhaps average, or maybe even above average, on consoles, but if you can't run it on decent hardware (E5200 @ 3.6, 4670, 4GB @1280x1024 (which can max any other console game by the way, can even get 25FPS from Crysis on High)) then there's a very serious problem with optimization.
