It's perhaps average, or maybe even above average, on consoles, but if you can't run it on decent hardware (E5200 @ 3.6, 4670, 4GB @1280x1024 (which can max any other console game by the way, can even get 25FPS from Crysis on High)) then there's a very serious problem with optimization.
