I don't base my tip on the food quality, just the service. However, if the waiter is unable to correct a food problem, then the tip might be lowered.
For me, I will give 15% if the waiter does an average job: takes the order correctly, keeps the drinks reasonably filled, bill on time, etc. If the waiter fails to do this, the tip might get lowered down to about 10% (no lower, because I know they make well below minimum wage).
However, if the waiter is very attentive to my table, bringing refills BEFORE I'm empty, anticipating my need of things such as napkins or condiments, etc., then their tip might be 20 or 25%.
