This is so funny.  I just watched a movie yesterday called Idiocracy.  It was made by the same guy that did Beavis & Butthead, and King of the Hill.  Wow, after reading this and watching that show, the obvious dumbing down of America is quite apparent.

Was DISD one of the districts they were investigating as far as cheating on the TAKS/TAAS tests? I know there were quite a few under investigation, I don't remember if DISD was one but I wouldn't be suprised...

It not just Texas folks, its in every industry, career field, country, race, and if you dont believe me, it's coming to a city near you...

Yes DISD was investigated, I think 2 years ago, for allowing cheating on the TAKS/TAAS ( the test you must pass in Reading/writing/ math to graduate) to go on with no consequences. Seriously this ISD's administration is as corrupt and ludicrous as John Willey Price.  I hope the new mayor can help his city's ISD turn around as much as the Dallas Police force seems to have improved in the last two years.

Sorry for the rant, it just grates on me how this can happen. Next thing you know, sleeping in class will give you an automatic A+++, recommendations to Ivy League schools, and get you placed on a pedestal while wreaths and cookies are thrown to you.

if you want to really look at failing public schools, look at West Virginia.

Why not just have the principal set a policy instead of having him/her do a case-by-case determination? Can you imagine the overhead associated with this when you have over 10,000 kids at a single school (like they have in Dallas)? Horseshit.

They don't have to be cater the majority realize that they can't go to college in USA, but they don't want to go back to Mexico(Mostly because of family) so they just drop out half way through.

Meh variants of rules 2 and 3 are in place at the uni I go to (I know uni is different to school, but for comparison's sake you know) - assignments have due dates and after those have lapsed you lose a certain percentage per day/week until you hand it in (point is you're still able to hand it in after deadline, and some of these are pretty weak disincentives, like 2% of you actual mark, not total mark, per day, ie assignment with a 70% mark 5 days late = 63%), and for some units there are 'supplementary exams', where you can resit the exam if you get 45 - 49%

The real losers of these rules are the pupils of this school district. I could imagine colleges and universities preferring pupils from other states with the same grades because they know these pupils really earned their grades. If anyone would ever have tried to implement such rules at the school I've been going to, he would have been laughed at.

This really looks like the district is trying to show everyone how good their students are without even trying and being to lazy to really help the students. It's like so often in policy, fighting the look of a problem, not the root.
