Moved to the tech forum, and I modified your title to something a little more appropriate.

very douptful it'll work propperly/if at all.
if your spending out on a good card why give it an excuse to cause stability probs over something as cheap as the right psu to suit it?.
take my advise & get a descent branded 400w psu, you'l never need to buy a new one again no matter what you upgrade on your pc.

The card takes 250w in itself! You deffo need a new PSU. But dont worry if you dont have too much cash. Get a CHEAP PSU that can run the wattage (360+), and just replace it in about a year when it starts to fail. You can get cheap, high wattage PSU's for as little as $40-$60

I have a similar question, sorry if I'm hijacking this thread...

Say his card needs 300w, if he gets a 300w PSU, would that be fine? Or does the whole rig need more?

If a card needs 300w, then you need 300 watt PLUS the components for the rig. ie: about 25w pr HDD/DVD/CD drive, at least 10w pr cooler, some power for the CPU (dependant on the CPU ofcourse), and then you have to factor in usage... PSUs gets run down aswell, so add in at least 10% extra if you want it to run for over a year.
With that said and done, then you should also ensure sufficient amps on each rail. an EATX or BTX MB will require at least 15 amps on the 12volt rail (where most PSUs will only supply 12). If the amps are not enough, the voltage will drop and your PC will start doing weird things.. usually booting when you dont want it to. Gettign more wattage is "only" good for you if it's distributed correctly among the various rails. So check where you need your power, otherwise you end up buying a 650w PSU when you might only need the correct 450w.

Your PC would not be running.

Where are you getting this reading from?

Id verify that In BIOS if possible, or with another Program. The fact that most of the other voltages are not running leads me to believe you have a false reading.

what Brand of PSU is this?

Hey,

I saw a page I think in CNET that let u add up all your power requirments. I run 1.5 G puter 1.5 g of ram a ati AIW 128 9600 xt a cd rom and a dvd burner and an audigy sound card I need a min. of 325 watts or so. So I imagine you want at least 400. Underpowered cards may lead to some problems. I run a 500 watt supply atm.
