The basic direction that I give moderators is:

Flaming can get out of control. Take action against whomever starts a flame war or one who is overtly escalating a flame war, and then just delete all the subsequent posts. You need to use good judgment on flames, because sometimes it is between friends and meaningless.

Referencing the orange text, it is not that you can't rib a friend ... but unless it is obvious, then a moderator might take action. Also, if it was just a joke, then the ban can be overturned.
