It's a big post about why they aren't coming from the single programmer that was left in charge of patching BC2 (originally written for BC2 but I reckon most of it still applies here).
It comes down to 2 main points (read it anyway).
1. Licensing fees would be astronomical.
2. Frostbite is extremely retarded.
In fact he even says in the post that the editor itself is fine and not the problem:

The editor itself is reasonably stable and well-behaving. It is far from obvious how to set up the game logic for a level, but that is easily covered by releasing some example levels which contain the logic setup for the common gamemodes.

Actually mods cause people to keep games installed on their computers longer, and that is one of the most important factors in selling DLC.tazz. wrote:

No, it was the reason previously stated, that Frostbite was originally designed to work only on the consoles, and so when DICE made it they didn't design it with mod tools in mind. BC2 (and BF3 most likely) used large amounts of legacy code, and it would require a large amount of man hours to make the changes to the engine needed to support modding.
The lack of mod tools stems more from a lack of forethought than from greed.

On another note with mods and consoles, imagine New Super Mario Bros Wii, playable online...also with user maps/worlds and a mapping utility that made sense? It would be a coup for Nintendo.

The guy left dice in 2006, was interviewed about BC2 several weeks before it came out, and misspoke while referring to it, probably because when he had been working at dice the working title for BC2 was BF3.
Has there been any mention of a demo? There's no way I'm buying the game without playing a demo. I made that mistake with BC2. For me, BC2 was a massive let down - I should have tried it before I bought it.
If there isn't a demo then I suppose I'll just pirate it when it comes and and see if I like it.

I'm afraid it would have to be the Wii 2, or whatever Nintendo's planning on calling it. I think I remember a developer interview lamenting the inability to implement online gameplay on New Mario.RTHKI wrote:

mods enable gamerz to develop a game that fits their tastes/requirements. It's because you didn't like any of the BF2 mods which is the source of your confusion.
