Why would I have a text file that removes all the stupid hats if I the current ones are tasteful and appropriate?
The first set were mostly fine, the second set were mostly fine, but after that they've been getting more and more stupid (with good ones here and there), until the Mann-Conomy Update pushed it over the edge with a selection of hats that are so retarded I don't even know what to say.
The thing is, I only recently discovered that it was possible to disable hats at will. I've been wanting to for ages.

If anybody is interested you use GCFScape, and open "team fortress 2 content.gcf". Find the file at "scripts/items/items_game.txt" and copy it to the same destination in your TF2 folder (you might have to make the scripts and items folders).
Open it up and search for "tf_wearable_hat" to cycle through the hats, and for each one you want to remove, find the line that says (for example):
"model_player" "models/player/items/scout/scout_whoopee.mdl"
And delete everything in the second set of ""s, like so:
"model_player" ""
Then save it and play the game without retarded hats everywhere. Hooray. No more Spy wig. No more Gibus. No more most of them.
Warning! If they add new items and you don't make a new copy of your custom items_game.txt using the fresh one from the GCF, your game will crash if anybody equips it.
