The point has been made over and over that there are solutions that are even-handed and acceptable. You aren't even arguing point 1 anymore so I don't know what the point of this is. So long as there is one fair and effective solution there is no need to sacrifice justice for compliance.

There isn't one fair and effective solution which will be suitable in all situations, and it was you who said license suspension should be on the table, I've already explained why that wouldn't always be fair.
Take for example a city stock-broker who takes the train to work and his Porsche for spins at the weekend, compared with a truck-driver, would a license suspension be equally fair in both cases?

Maybe it should all be at the discretion of the judge, in which case whoever can afford the best lawyer gets the best deal....

If the truck driver feels the consequences of being caught breaking said law would be highly adverse to his career path, then he should choose to not break the law.

There is some talk if implementing a huge average speed camera network throughout residential areas over here.

I think that could work. I'd rather have that than all the speed bumps everywhere....
