Overly formal? It's an interview. You should be as formal as can be, unless it states otherwise. You get judged when you walk through that door, and if you're wearing school trousers, a grey vest like jumper and an open shirt, it's not going to go down well. Appropriate for the office? I live in the tropics, if you wear a full suit and tie you end up looking like an asshat and sweating like a pig if you have to spend more than 10 minutes outside. The local lawyers and such wear shirts, formal pants etc. Never suits unless they are heading for the supreme court.
The local politicians are rarely spotted with suit jackets, much less a tie.
