They're completed, and even when they're building there's nothing about expected happiness going up in the + bar. What kind of happiness is it categorized as though? Like entertainment/culture or government buildings or what?
Everything about them works except the happiness bonus just to clarify

The first thing I did was blitzkrieg Warsaw and as time went on Russia broke their Alliance with Poland and took everything from them except the two territories next to Transylvania. Now Poland is fucked

Should've allied the Swedes, I think they can help you out with keeping Northern Russian navies at bay. I don't think I've seen any Russian navies near Brandenburg, but then again I never looked to see if they actually had shipyards on the Northern seas.
And even if they don't help that much with Russia, they can still help you with Courland harassing your trade routes and also with the Danish navy since you'll need to take Denmark.

I've been having a lot of trouble with that as well. I had to spend like 20 turns just upgrading stuff and occasionally taking Austrian territories. Now I make like 22K a turn, not sure how good that is.
One thing that's pretty helpful is since the Dutch have very little defense on Sri Lanka in India, I took three dragoons down there and took the island capital, then destroyed the Company Infantry, Company Cavalry and Sepoys he had stationed in the trading port. Once you have the island, you can then export tea, which will help your trade considerably since Prussia doesn't have any unique products like that to trade from Europe. And you also have a nice little gem mine. Depending on when you capture it, the Dutch should've already converted the island to 100% Protestantism so you shouldn't have any issues with religion and the population seems un-rebellious.
But don't make the mistake I did, make sure you have a decent navy to bring your troops there, I had 3 brigs and the Dutch had a navy of 2 fluyts(which are armed like a Sixth Rate if I remember) and a brig. I don't remember what happened but I think I auto-battled and lost two brigs but was able take one from them, and I destroyed their Brig and one of the fluyts. It was deemed a victory and the fluyt retreated to the trading port. And then the next turn I dropped my forces on land before the Fluyt was able to counter-attack.
