Depends on if the shipper requested the signature or not (or the neighborhood, apts). If it looks like expensive electronics the driver will also use his or her judgment. The driver would prefer to leave the package, rather than working extra the next two days. Leave them a signature in advance when you know they are going to deliver it. Just say I give you permission and stick it on the door. A driver would MUCH rather leave the package the first go around. I tried to driver release as much as I could.
Edit: Sometimes there is no way around it. If the shipper request the the signature in person it has to be on the DIAD (the board they carry). Remember the shipper is always UPS's customer.
