Stop buying booze and weed. Eventually he'll need his fix so he'll leave you and find someone else. However if you need weed and booze then you'll have to buy it and quickly use it away from him.

Also try to make him feel bad about mooching off you. Like when he'll inevitably ask why you're not getting weed and booze tell him it's because you need the money to feed the two of you, so you can't afford nice illegal things anymore.
