Well that would make it your favourite British comedy series, certainly not the best.
Considering that The It Crowd is sitting on the shoulders of such series as Monty Python's Flying Circus, Blackadder, Father Ted and Fawlty Towers to name but a very few it's difficult to see how it could be the best.

Blackadder the 4th is a great WW1 satire.
Father Ted and Fawlty Towers are nearly flawless though. Pity Fawlty Towers never got more episodes. I need to find me a boxed set of Father Ted episodes.
Another good one, though often overlooked, is Red Dwarf. Mostly for the characters. One of my personal favourites. Along with Black Books.

For my money I'd say The Goon Show, (didn't have to be a television series.) Milligan, Secombe and Sellers are the grandfathers of a lot of british comedy including the Pythons.
