The U.S. will probably have to draw an enticing re-construction /re-building blue print before JDAMing the Swat Valley. As for the nukes, the missles are not ICBM's. If the Taliban are smart, they would try to smuggle the war heads for the black market or dirty bombs use before the U.S. JDAM the nuke sites. if the Taliban have the technical expertise to launch the nukes then I would say pick your poision: Nuclear Radiation Poisioning or Swine Flu.
