By the looks of the achievements listed, and the icon for one of the 2 achievements, the Scout will get some sort of 'First kill' crit boost. In arena only? Do all classes get the crits? How long to they last. Etc .

First Blood - make the first kill on the arena
First Blood pt.2 - kill 5 enemies using "First blood" bonus.

But the real flaw is this:
Any decent Sniper will put a bullet through you're head while you attempt to hit that pathetic ball at him.

I don't see how double PL is going to be a challenge as long as you can get some team work.

Get two Scouts and a Pyro (or something) on your cart, then get the rest of the team to keep moving between the two carts, protecting yours and stopping the enemy's.

Then the two skirmish teams will meet up and fight while the Scouts/Pyro keep pushing.
