So you out rule the possibility that a terrorist could have started it.
Yes.
Now prove me wrong before spewing such outlandish actualisations.

How does vegetation act as a fire barrier.
Green, healthy, vegetation/forest, burn slower and thus allow firefighters time to control the blaze.
Dead, ill, wild vegetation/forests burn fast and furiously.
You've never been to Australian have you? Our main 'vegetation' are Eucalyptus trees.
Eucalyptus oil is highly flammable (trees have been known to explode and bush fires can travel easily through the oil-rich air of the tree crowns. The dead bark and fallen branches are also flammable. Eucalypts are well adapted for periodic fires via lignotubers and epicormic buds under the bark.
Fire is used as a natural regenerative in Australia as lots of native plants need it to germinated and are designed to burn very hot and very quick for a short period so the actual tree isn't totally destroyed.

The article says... They may use the idea of starting fires to cause chaos... after seeing the amount of trouble and death this random fire has caused in AU... it's not that much of a stretch to think they might use this tactic...
wouldn't you if you were a terrorist dirtbag... they could do this to cause trouble and have it cost nothing and not much chance of getting caught?
As been said fires happen annually in Australia without fail, the difference with these ones were the 3 days of 45
o temperatures before hand to totally dry out the undergrowth, the low humidity and a dry northerly wind to fuel and push the fires at huge speeds (80+ kmh). Not to mention most of Australia has been in relative drought for the past 15 years. If terrorists were to light these fires then they would have been waiting around for a good 30 years for the right conditions and would have had 2 days in which to enact their plans before the conditions subsided.
