Get killer nic and play on servers that are near to you and that aren't in shitty machines. That way it won't jump more than a few ms. Is it worth it then, nope.

Would be good, but Australian internet is fail....well compared to the rest anyway.... so a good NIC will be no good. There are simply no providers with service that good.

Not strictly true, we have a latency generator at work, for testing our ERP system and application as if we were in our remote offices.  As for how its done...I do not know

Yes you can change the latency between two machines if you have them both configurable. Can't lower the latency though, but say you have two servers 1m from each other, you can force them to use 1000ms latency for each other. to get constant latency from a PC to server though, impossible.

Meh. Killer's are good in that they do help a bit, but not for more then $50-60. It's a NIC ffs, I've got a handful of working 100mb cards in my crap drawer.

Think about it, what is your ping? It is the time it takes for your computer to send a packet to a server, and the server to send a response. There is nothing on your end you can do to change/manipulate/raise/lower/stabilize that amount of time. The only thing you can do is play on servers that are nearby and fast machines, but inevitably your ping will change based on:

If your ISP is prioritizing packets
How many people are playing on the server
What the server is doing other than running the game server
* How many servers the host is running
How many people are trying to connect to the server
How many people are viewing info on the server
If a website is pinging the server for stats or info

Basically, there are too many variables for you to be able to control your ping.
