For $400 dollars that is crazy expensive. If you got $400 on a case, screw water cooling, just add $300 minus the price for you cooler and you get vapour-phase-change that will get your CPU at -40 degrees celcius in no time.

Water cooling is overrated IMO. It doesn't get your stuff that much cooler than a well built air cooled box, although it can be a lot quieter...
