Actually Arab sentiment regarding America has been understood at least since the Eisenhower Administration, and repeated interventionist acts in the Arab world by Administrations since then has influenced that. Before Bush we already had a bad name. Sure Bush did give it a blacker eye, but Clinton sure riled up Arab Extremists to declare America "The Great Satan" and have Americans dead. But of course, it's still the Republican's fault at giving America a bad name because the Blue side says so.
