If so, what does this say?

Our supporters have 2800 tickets at their disposal for the game of September 18 in Godison Park.
The ticket price was fixed at €32. Those under the age of 16 and above the age of 60 can buy tickets at a premium rate of €16.
The tickets will be distributed among the various official supporter groups of Standard, knowing that there will be 200 tickets reserved for the owners of season tickets who aren't part of an official supporter group. Every owner of a season ticket in that situation can have one ticket.
For more information you can contact Françoise Delvaux of the Ticketing service, at the number of 04/229.98.90

PS: there is no such thing as Belgian. The official languages in Belgium are Dutch, French and German. This is a Dutch excerpt.

I feel  ze Americanos have butchered the English language enough to warrant it being referred to as American.

Belgium doesn't have a language, it doesn't even have a defined ethnic group. It's all just made up of people from neighbouring countries. In other words, it shouldn't even exist. Fuck knows how it came into being and why the French, Dutch and German areas haven't all just been annexed by said countries during history.

We were to act as a buffer between the 'real' nations. Plus the German speaking population is quite small and was annexed after the First World War as compensation for the damage and suffering endured in that time.

Well it was countries such as yours that came up with the idea...
And WW2 doesn't really count, ze Germans went right through pretty much everything in that phase until they hit water.
