It's definately not a tortoise, they don't have a claw for a mouth. I'm sure it's some rodent like creature that lurks at the deepest depths of the ocean that somehow got swept onto the shore, maybe he ventured into a shallow area, its body couldn't stand the pressure change and died and since he wasn't as deep got washed onto shore. Remember that huge tsunami in India with all those new species of fish that nobody's ever seen before, this is the same thing except this guy probably walks on the ground instead of swims.
