On Xbox or any other console, you use the in-game voice to chat amongst the teammates, and the use of eavesdrop is viable in this case.
HOWEVER, on PC, when it comes to ORGANIZED match situation, everyone use ventrilo or teamspeak. In-game voice is only used in public servers and it is hardly ever used anyway.

Think about it logically, in a close quarters situation, you want to get as much damage on the target as possible.
Now assume the gun is pointing directly at the target, a meter away (in other words, not one chance of missing, even with one bullet.)
Now assume it will take four bullets to kill the target.
If you fire two with stopping power, the target will die, and say it takes half a second.
If you fire four with double tap, the target will die, and it will also take half a second.
Fair enough. Although you are now 2 bullets more down with double tap than with stopping power.
Therefore I determine that stopping power is, infact, more useful than double tap, as you save more ammo. Also you have to hit the target with half as many bullets.
