Whenever I try to send a PM, it sais something like "You've recently sent several messages, please wait at least 60 seconds betwen sends" even if I haben't sent a PM for over a month. It's really annoying, because I wanted to back up my sig today, and it didn't work until I retyped the reciever's name and the topic and wait about an hour before I got to send it.
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP

Turn off your anti-virus.  I hear Norton and Zone Alarm are usually the cause.

Just leave the message to send the pm up for a minute or two, and then hit it again.

I have Panda, and it's not the cause. And I tried to just wait, for about 15 minutes, to no effect.

That's an inelegant solution, but it seems to be the most common solution.

I've never experienced this issue, but someone mentioned that logging off, clearing your BF2s cookie, and then logging on again might solve it - but I've never heard of anyone confirming this.  So, if you do this and it works, then let us know.

I find when it happens, just change something in the message, like add a smiley or some punctuation, then try again.

Repeat until it works.

(also remember to copy your message before sending it, as it may be deleted when you go back )

I clear my cookies out maybe every couple days - but this problem doesn't happen all the time usually I'll get the repeat send about every 3 weeks and lasts for about a day or 2

That's because moderators do not have this restriction. The flood interval does not apply to moderators; for posting or sending private messages.

The only solution I can see is to log off, log then wait.
