That's because that is the spin the US government and the bulk of US mainstream media have put on it.
Personally I think that mirrors and dust, or some variation of that sort of idea (probably not that one specifically), is the only solution. When you look at the projections for these things and consider the amount of greenhouse gases in the atmosphere and the time it takes for them to break down, even if emissions dropped to 0 overnight we would still have a horrible mess to deal with for the next couple of centuries.
Cutting emissions is, no doubt, an essential part of the process. But cutting emissions alone will not avert any of these global warming horror stories you hear of what will happen over the next century or two. Without some sort of mechanism to induce global warming, we are headed for disaster.
