The harsh reality of the matter is that most people start having sex at like 15 or 16, so I'm sure the 15 year old has likely seen a naked girl before (and is probably doing a lot more than looking at her).

I can see where you are coming from, but let's say we implemented the 18 year old limit. Legally, we have to set forth these semi-hypocritical laws to prosecute pedophiles.
I just personally think that we are currently too conservative with regards to adult nudity. I'd rather my kid see naked breasts on TV than have him or her watch a really violent movie. Violence in media has proven to mess with people psychologically.
Granted, I don't think we should ban video games with violence. The current age ratings should tell parents enough to know what age the subject of the game is appropriate for. If the parents neglect that, then it's their own damn fault.

On a serious note, nudity is an American Social Taboo due to lobbiest representing over protective parents. This is the same reason why you could be sued for just about anything, they want to restrict the freedoms you have. A topless woman is going to do less harm to someone of any age then seeing murder, slaughter, and combat in tv and movies. In my personal opinion nudity is fine for everyone, but porn and the act of sex isn't for the youngest. There is a much difference between sexually suggestive and normal nudity also.
Summary for the lazy:
Nudity is ok. No scarring at all.
Sexually suggestive ok over a certain age.
Porn, Mature only.

Fact of the matter is, you can have "sexually suggestive" without even having nudity... If you have a scene of a two teenagers in a car at make-out point, then the next scene is the car rocking and the sound of a woman moaning, that is sexually suggestive without ever showing any sex at all...
