I have yet to figure out what you meant by that.. If you are referring to economic growth, I'd say Venezuela has everything pretty much in place due to 1/3 of GDP being from petroleum exports, and isn't doing so bad in the coffee-business, either.
Chavez wants to fight the gap between social classes, and the people have acknowledged that. It is difficult to believe that a country which has all the tools needed to be a welfare country, has an infant mortality rate of 21.54 deaths per 1000 births (almost 8x e.g. Sweden) and 17% of the population suffer from malnutrition. Approximately 5 000 000 people live without access to drinking water. And we're talking of a founding member of OPEC.
It remains to be seen if Chavez is full of hot air, a corrupt son of a bitch, or actually a leader that deserves to be yet again re-elected.
