It appears we're getting stuck on the nomenclature here.
In the audiophile community, bookshelf speakers are speakers that typically house a tweeter and a driver 6.5 inches or smaller in diameter (~170 mm for our metric friends). It's just the way it's defined. I don't necessarily agree with the term (as you don't), because they say you should never place the speakers on a bookshelf (particularly if the bass port is in the back). This is probably a legacy term that's been around for many years that has just stuck.
Tower speakers are the larger floor standing speakers that will house much larger drivers: 7 inch, 10 inch, 15 inch, you name it. They provide a fuller soundstage than the bookshelf speakers, because of the larger cabinet and larger and/or more numerous amount of drivers (not necessarily always the case, but mostly this is the way it goes).
Either way, both configurations can have very expensive offerings with high performance components, depending on which company you're buying from. There are also many configurations that are possible in driver size, driver placement, and cabinet shape and size. These range from entry level hi-fi all the way to extremely high end hi-fi. Either way, you will most certainly get better music reproduction than buying some cheap ass Logitec shit.
Spending $300 USD on a set of bookshelf speakers can get you into the world of hi-fi for a very reasonable price. Jenspm can either get some powered monitors, as you suggested, or could go my route and get a two channel amp with bookshelf speakers.
