I used to get 2mb down at the best of times, but I've changed to a decent company and now get on average 9.5mb down. The ping is always teh suck but i think thats more of a fault with BT not my ISP. So going with a decent company does make a hell of a difference as far as speed goes.
Why should that be BT's fault?
Because its BT who own the lines not be, I switched ISP once and i still have the same problem, so as its BT who own, maintain and fuck up the lines its most likely them.

Edit: We've also tried using different routers and using different telephone ports in the house. Its not due to a dodgy router and I'm using the ethernet cable so its not bad wireless.

So does Be buy a bulk DSL product from BT, or does it have its own infrastructure? If it's just the last mile that BT owns, like it typically is with any old telco monopoly, then your ISPs are to blame - not BT. In any case, really, you should always blame your ISP for consistent problems. You pay them to deliver a product, and in the end, it's them who're unable to deliver it.

As I said I have changed my ISP from virgin to be, be use ADSL2+ whilst virgin just use the standard connection. I seriously doubt it is be as I have had this problem for nearly a year with virgin so I changed to be, thinking it might have just been a problem with virgin. It is not.

It's still the fault of your ISP. They provide a product, and do so by contracting BT to supply the last segment of the connection. If your flight was late because a subcontractor couldn't perform a necessary task, you'd blame the airline, not the subcontractor. You're paying your ISP, not BT, for your connection, so it's the responsibility of your ISP to make sure that every link in their supply chain is in order. Including the link that BT is responsible for.

You can't just sit back and moan about BT not doing their jobs, when it's the responsibility of your ISP to make sure that they are. You're never going to have a good connection if you just sit back and accept the excuses that they throw at you.

Oh aye i'm going to complain and get them to fix it but i still believe the fault lies with BT. One of the reasons I moved to be is that they have good customer support compaired to virgin.

You need to tweak your connection. You should be able to get 80% of the rated speed.

Sheffa, whats the standard internet speed then in lancaster? (i already know of the darknet system so you don't have to explain that).

I love my download speed, i don't know why the upload speed is so crappy though. Latency is normally a bit better than that though.

Åland telecom is currently replacing all copper with optical
The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. If that is what you want to hear then there is no problem with that, but by adding so much additional material (by way of harmonics and intermodulation) you have a tailored sound system, not a hi-fi. - Rod Elliot, ESP
