i'm a dane (danish) i speak fluidly english (have some very limited faults in some words and somehow i have a hard time pronouncing rank and some other R words).
i also speak german and it's a really hard language to learn (got to many rules)but i have to have it if i want to go to a higher level of education.
as all danes i can understand and can read (can't write) swedish and norwedian to an extend that i can use it (the swedish and norwegians can do the same thing).
i started learning english when i was in the first grade of school (or class depends on country) but i first began learning it in fourth grade, i also talk english an hour a day (at least) and 80 % of the tv programs i watch on the normal channels is english so i speak and write it quite fluidly.
i'm still in school though, but i'm going to the States next year as an exchange student. the danish people also talk english very very good but most people not to the extend that i do adn some of them are really bad at it, but it depends on the person.

If this is the majority, then what is the reason that so many people cannot use proper English?

Born in China, raised in Sweden. Also learning French and German.
Finnish. And Kobol.
German. Learning the English language was quite easy for me as the grammar is easy to understand and there are not many words you have to know to make others understand you.
Turned out to be a very interesting poll, and just so you guys know I remembered Finnish and Korean, but I put Japanese and Russian in instead. Sorry
Irish is my native language - but I speak English much better!
I speak normally german, but I'm learning English for 13 year and Russian for 8 years.
Since last year I'm only learning English, because I don't need Russian...now...^^
Last year I started to learn Standard Mandarin....because I'm very interested in it...^^
But it's very hard... >.<
