Not much would have changed...other neighbouring countries (notably Tajikistan) have their own problems with islamists. Possibly the Soviet-backed Afghan gov't would have held on longer than it did, but with the USSR collapsing in 1991 Afghanistan would have ended up much the same as it is now.
Now, if there had been more world attention on the Afghanistan following the Afghan-Soviet War I doubt the Taliban would have come to power. That doesn't say much about whether or not Bin Laden/AQ would set up shop there or somewhere else if that's where you're going with this topic.
But anyways...it's hard to prove a counter-factual.

If you want a good "What if" movie, get out Red Dawn; what if Russia/Cuba/etc invaded mainland USA in the 80s...
The Mujahideen would still be fighting the Soviets, they are a guerrilla army so Russia couldn't win anyways. But lets say they had won, or suppressed the Mujahideen and controlled the many other states of the then soviet union looking for Independence at the time.
The cold war would still be running as the withdrawal from Afghanistan was the crack in the Armour which begun the downfall of the USSR. The world in general would be a safer place IMO. Why? The good old threat of mutual destruction, ohhh how I miss it.
America would still be funding any radical islamist faction who among hating the west, Christians, gays and other Muslims, hate Communism....... so send them some stingers and teach them to make bombs!!!!!yeeeeeehhhaaaa.
There would be no war on terror as all the Jihadists would be fighting in Afghanistan and Chechnya with the help of the CIA. And as the war on Communism is enough to keep the American ppl scared and keep the millions of ppl employed in the arms traded, employed, the war on terror is not needed.
Communism would be stronger. North Korea would be waving an even bigger middle finger at the rest of the world with the USSR's support. Cuba would be still receiving aid from the USSR and could repair its hospital equipment.
China would not be be becoming such a world economic power as china would have been under the arm of Russia and would be forced to hold the values of Communism dearer.
IMO the world would have been a safer place for ME if Russia had won. Not so good for the people living under Russia oppression of the middle and nothern east, steeling of their natural resources, curfews, embargoes and religious intolerance...................well at least one thing has changed for them.
BTW its recognized that it is not the Taliban the collision is fighting in Afghanistan, it is the Mujahideen. They span the border into the tribal western Provence's of Pakistan. Most of their camps are in Pakistan. Is Pakistan not a partner in "the war on terror"? An unwilling partner it seams. The Pakistani government was given the choice.... do what America wants or we will "bomb you back to the stone-age" This has recently come out in a leaked document. The Pakistanis are well pissed at their government and allot of ppl are joining up with the Mujahideen. Won't be long now until this spreads into another country like Iran. If they'd won in Afghanistan, the Islamic radicals would have focused there attention there for a longer period of time (Not Chechnya, that conflict began as a result of the collapse of the USSR!). Perhaps the Soviets could have established a strong central government befor they collapsed and this governments army was capable of keeping control of the country in the aftermath of the USSR's collapse and Afghanistan made the transition to democracy by itself. 9/11 never took place, thousands of people are'nt dead in Iraq..... Anythings possible with these what if questions but that was a good one!!

Bum question really. I don't think that place will ever enjoy anything better than mild chaos and anarchy. If they had won? Systematically destroy everyone there a la Chechnya? Build some gas pipelines? I really don't see what strategic benefit anyone would obtain from successfully occupying Afghanistan. It's a cesspit of barren landlocked nothingness where diarrhoea is a way of life.

1) USSR's win would have necessarily meant the defeat/death of Osama Bin Laden and his US support.
2) USSR would have then taken out Iran, and taken over control of their oil supply.
3) Sadaam, fearing a similar invasion would have used his positive relationship with America to allow American forces to occupy his country along the border with America.
4) USSR still is unable to stabalize economy or the political unrest in the Union, and it breaks apart anyway.
5) Russia and US are politically and financially unstable ... mutually agree to terms of the SMEWT (Strategic Middle East Withdrawal Plan) in 1992 ...
6) Bush I argues that the escalation of the cold war is the cause of the poor economy, and it would be unAmerican to assume otherwise. Because of the success of the SMEWT, Bush is viewed positively by the American public and easily defeats Clinton in 1992.
