I am completely for genetic manipulation. In my case, since I am a cancer carrier, I cannot have children. Any of my kids will have the cancer that I have and I could not for the life of me put someone else through the same ordeal. With genetic manipulation, they'd be able to repair the damage to the gene and stop the cancer from occurring (Lower left leg of X chromosome 13 in my case). Allowing genetic manipulation will also give us more insight as to how the genes actually work and can lead to medical advancements in diseases like AIDS, HIV, Leukemia, and the like.
But as far as Marconius goes, I feel for you man. If you're ever in a position to want children, apply for adoption. You sound like a caring person who could give a person a good home.
