Not always true. For most maps that have an uncap you have 2 places to spawn. Take Strike at Karkand, you have the two art spots right next to the road you can spawn at. Any place with a carrier, on the boat and under the boat. Usually safer being under the boat. The only problem being there should be a boat under the ship thats large and armored that can be used as a mobile spawn point and defending the carrier.
Gulf of Oman on MEC, depending on the map size, you can spawn at the other helipad I am sure.

I do think that each maps uncap needs to be looked at by QA people a little better. Either adding more spawn points to each uncap or add something like the first flag on the west at Sharqi which has 3 white orbs that lets you spawn at 3 different but close places.
Typically I go to an Uncap to do a few things. Steal a vehicle, blow stuff up, I also end up having to shoot anyone there since they pose a threat to me being able to do those things. Take Sharqi's MEC chopper spawn point, I have gone there several times in the Cobra, just to deny MEC their chopper. There have been times where I really did a good job of keeping that bird get into the sky(depending on your pilot, sometimes they give you a good shot for air to air combat, and sometimes once another helo gets into the air you better just bail out).
Also I think the map is dragon valley, but that flag point on the 64 player version next to the carrier is just asking to go over from there onto the ship to cause damage.
I guess my point is for the smaller maps, placing more spawn entities farther from the uncap flag but not closer to any other flag could be helpful. Or making the uncap flags possible to capture, even if it takes a min of 6 guys sitting there for 2 minutes or something.
