it's a made-up course for aspiring politicians, yep. there are equivalents in the french bureaucrat machine ("enarques") and a few similar administration/governance-type courses at top universities in the states, australia, etc. but it's not a subject with any serious academic pedigree, taking as it does a sort of freshman #101 gloss of multiple disciplines and bending them in a very narrow/practical way towards making political careers. a smattering of philosophy, some barely scientific economics, a few book-report style essays on politics ... and you're away.
by far and away the most important thing about the course is that it's concentrated at 1 or 2 very small colleges at oxford, and the dons and course instructors are all connected to the westminster political machine in some way: be it policy thinktanks, lobbying, old boys' network, direct ties to party politics, etc. the right tutor at brasenose will get a good PPE graduate straight into the right special political advisor role in westminster, shadowing the right MP in the right party, etc. it's institutional networking at its most brazen. good recommendations and social ties are far more important than heavyweight intellection and academic smarts. most people who sail into the PPE degree are either ultra-privileged toffs from the public schools, who don't need to be smart and are going places in society anyway, or a smaller minority of 'grammar school dun good' kids who see PPE as a sort of 'vocational' course for their ticket to 'meritocracy' (ahem).

i think it's very telling that you enjoy ranting at the iniquities, corruptions, venality, etc, of the modern-day populist form of toryism when it seems to lead to a negative outcome for white britons. you have no problem pointing to how compromised and self-serving, how intellectually bankrupt this party is when it comes to the direction they're leading the UK down.
