It means that you have to have three times as many wins as you do losses. Right now you have 289 wins and 335 losses with a ratio of 0.86. Until 0.86 becomes 3.00 you cannot be eligible for the War College Ribbon.
You have to have at least 3 times as many wins as you do losses...

He's got a LONG way to go. I wouldn't even worry about it. I'm almost positive the requirement will be changed soon enough.
