It's a ruffle.
They sew in a thread and tighten the fabric to create those folds.
Like that kind of window blinds that are folded when pulled up.

Looks like a permanent pants-in-the-crack effect to me.

During my extensive research of the subject, i found they may be designed to stay "hugged" to the skin even when you move about (bend over) so there isn't that pouch that sticks out when you are bent down.

if you scroll down here, they mention there is no "butt pouch" when bent.
