The dynamic between China and North Korea (and the rest of Asia) has changed dramatically since the 1950s. Back then, China felt they needed to help North Korea to "continue the revolution" and also show they were on par with the Soviets. Such is no longer the case. They see North Korea as the crazy cousin they no longer invite to family reunions. If Chonger the Younger were to try to attack the South, China wouldn't assist, but would likely intervene to stop the conflict via the UN.
And 1.1M undernourished, undertrained, underequipped military members doesn't exactly make the North much of an existential threat to the South. Their biggest threat is their massive numbers of artillery within range of Seoul (and their chem/bio inventories)...the majority of which would be destroyed in the first hours of any conflict. After that, they've got outdated aircraft that have low mission capable rates and old armor that likely has similar MC rates.

Their training will be good enough for frontline infantry and their human waves of cannon fodder.
They are definitely under-equipped though.
Also, they will most likely run into serious supply problems, because their agriculture and industry way sub par and couldn't support a full mobilization of that many soldiers.
AFAIK, they are also heavily dependent on Chinese and Russian fuel imports.
So, in these time and age, North Korea can't possibly think about starting any military conflict.
All they could do is firing artillery over the border, similarly to what the Hamas is doing in Gaza.
With all of our advanced weapons and massive budget it is almost a tragedy we will never get to use it in another conventional war anytime soon.
