I've been having this problem for more than one year. I've downloaded both games through Origin and they should be up to date. Both games are the only ones affected by this problem on my PC. My current system: Windows 7 64bit, i5 2500K, GTX 460, 4GB RAM.
I literally have no idea what else to do. I've been wasting the last 3-4 months searching for a solution but no luck.
I'd really appreciate if someone can help me. Thanks.

- It only happens online. Singleplayer and LAN are fine.
- It doesn't depend on the settings. Low or High it's the same.
- It isn't PunkBuster. It happens on server without PB too.
- It doesn't depend on the players count. Empty or full 64p servers it's the same.
- It isn't ping related. If it is 50ms, 100ms or 200ms it's the same.
- If the server is ranked or not it's the same.
- It only affects my character movements and aim. If you watch both the videos you can notice how the other players aren't lagging.
- Re-installed the games.
- Updated PB.
- Re-installed PB.
- Opened Router ports.
- Disabled Windows Firewall.
- Disabled Antivirus protection.
- Set affinity to one/two core(s).
- Set priority to High.
- Defrag the HDD.
- Closed all the unnecessary apps (used Gamebooster).
- Updated all the drivers.
- Did the "bcdedit /set increaseuserva 3072" tweak.
- Run in compatibility mode (Windows XP SP2/3, Windows 95)
- Run as Administrator.
- Re-formatted Windows.
- Changed PC.
- Other things which currently I don't remember...
