Sure it does. A place like the US is going to get more medals than PNG on the basis of those two reasons alone.

why? GB has the most athletes there but has a far lower population than USA and China

but of course PNG is going to have less medals than the US but not because they have a lower population

In case you haven't noticed, the country hosting the games usually has a lot more athletes than their usual team size.

For example, at the Sydney 2000 Olympics, Australia's team was the largest ever at over 600 atheletes. The second highest was in the 400's.

stubbee is saying that medals per capita is an important statistic. Im saying that per capita is mostly irrelevant and medals per athlete at the event is more informative. I dont see how having more people in a country is going to affect anything

It can affect things due to a greater choice of athletes to compete, but I see what you're saying. Australia has come 4th in the medal tally in previous Olympics and we have a population that's 7% the size of the US.

Really though you can only rate how well a country has performed based on its own past Olympic history, there's never been any point to try and figure out who 'won' the Olympics.
