When the weapon was first issued the rounds in it had so much propellant that when the bullet struck it would rip arms off and shit. People felt that this was in violation of the Geneva Convention so they dumbed down the round

I know practically speaking, if anybody else in there was armed it would have been really hard to fight back without hurting oneself or others in the process. I was just using it as an example. the panic/tear gas is the main thing. if even if had the gun, you'd be hesistant to fire back incase it was all some big publicity stunt. the question of anyone being able to do anything was asked and answered as soon as the story broke, why does anyone think otherwise? hollywood i guess.
