It says Americans and Canadians will be the only ones to get them, but a lot of people on the bf3 forums from EU and all over happen to get them. Just some people are unlucky and doesn't let them or something.

Go to EA.com, change your account's location to USA, watch promo trailer, profit.
Apparently they only check to see what it says as your location in your EA account. Honestly I'm surprised, I thought they'd have something a little stronger to prevent us rest-of-world-ers from getting in on the fun.
