Dunno about either, but I would venture to say that if pre-loads start tomorrow, it's too late to expect it to be on Steam for launch. Amazon has the digital download currently at just under $50 if you pre-order, so that's one slightly cheaper route.

So if PS3 and 360 get hi-res texture packs to be optionally downloaded to their hard drives, and that data is streamed from the hard drive to the game while playing, I can't wait to see a comparison between PS3/360 and PC once this texture pack is applied to consoles. /run-on sentence

Of course it won't be "as good" as PC, but I think it'll be damn close.

edit: Rumored to be 22GB of textures... I find that hard to believe as the game only takes up about 9GB of space to begin with...
