This is something we do at my business. The time clock is right next to the warehouse door, and the camera watches this door, the time clock and the office door. A couple of my buddies online, when told of it, have expressed reservations. One even thought it was a bit tyrannical, that it "keeps everyone but the boss honest." So I couldn't imagine union guys, if we had any, would much care for it.
If you don't review it regularly, all it is is mild deterrent. Hooked up to a DVR, it's evidence. We caught someone punching in for other people who hadn't shown up yet not because of the camera but through a surprise inspection of the time cards.
IMO, we pay fairly ($teens/hr based on ability and reliability) and cover the entire day from when they show up to work or the warehouse (whichever comes first) to when they leave the job or warehouse...including meal times but not personal errands.
