Pretty much!  They have to adapt relatively well, or they go out of business.  When oil becomes more expensive, companies will switch to cheaper solutions or alter their services.

[devilsadvocate] Don't think you'll be powering too many cities on wind tbf. Hydro is geographically locked, same with geothermal (though less so). Can't say I know too much about coal to fuel oil.

It will see investment when its profitable to do so. Oil prices aren't going to double overnight. They'll rise, we'll panic, and we'll spend money. Most of our rivers are dammed and provide power already. Why? Cheap energy.
