Also, there's a general idea in the public that saving in good times and spending in bad times is a good idea. In fact, it is THE idea. In many other countries, rationing governments in good times are unpopular. As for homogenous populations, it:
- makes it easier to run the country with a large government, as people are more willing to share
- makes it easier for governments to ease their way out of bad times with time and patience, as there is this idea of working together to make it work (see how the Norwegian Labour party was in democratic power for 20 years after the war) - the need for hasty tax-cuts before the end of term isn't as large. "Right, let's ease our way out of this mess" rather than "fuck you, give me money".
But getting something like this in the US would take ages. Too huge, too vast, too diverse, too American.
