it's a university scholarship, not a government one... postgraduate study isn't funded by the government at all, anymore... there are a few awarding councils but 90% goes to PhD applications (even more useless if the study of arcane and esoteric shit is your problem) and those funding priorities are normally a combination of wealth-background assessment as well as academic performance. so i don't really know where your complaints are coming from. i've won a private scholarship that will save me £5,000 bucks and will both qualify me higher and defer entry into a graduate job market that is at an all-time low; simultaneously it seems that university education in our country is being systematically destroyed by a bunch of incompetents. i'd say it's pretty good, all things considering. it's not my dream course/uni that i was going to hold off on applying to - but a free master's is a free master's, and it'll save me 3 years of insufferable bullshit, having to save money and have no life.
