They should be able to let their kids play outside
They shouldn't have to worry about being stabbed / mugged / attacked when they go out
There are a million things that people should be able to do, but the reality is that our society is not full of upstanding model citizens. So faced with the reality that other people will do whatever they can to get whatever they want and that many of them do not share "our" sense of morality, what should one do to minimise the chances of becoming a victim?

Personally I know people who have been raped and have even been the one sitting next to them in court helping them through the trial.
Despite this its not usual for people to go out and get so drunk / high that they wake up in somebody's house and have no recollection of how they got there. Its not exactly the best way to stay safe though is it.
Nobody deserves to be raped or a victim of any crime for that matter but dont try and tell me that people dont do stupid things and put themselves in needless danger.

There was a very violent rape in Brisbane recently. The woman was conservatively dressed and walking to the bus on a main road in West End on a Friday night. Just wrong place, wrong time. The CCTV footage they showed on the news even had people walking past moments before she was taken up a side street. Police said the injuries she sustained from her two attackers were horrific, both externally and internally.

Hell I amost had a really bad experience myself, thankfully I was sober enough for the adrenalin to act and allow me to run the fuck away. Not so easy if you're wearing heals I imagine.
