Just turn NJ into a gigantic airport. Makes more sense, that would be the only useful thing to become of NJ. Large enough to handle the air traffic for the north east.

I don't think the chip will have your exact location, it'll likely be a rough estimate simply to figure out whether or not you're inside a certain area that an alert is issued for. That way, if you're on vacation in Wyoming and there's an alert in NYC, you won't get a message.

maybe an always-on app that you install would be better. I already get email alerts from local emergency management agencies because I'm signed up for them, but if I'm in say Georgia and there's a tornado warning, I wouldn't know because I'm not gonna sign up for their alerts if I'm only there for a few days. Whereas if I had an app that would update my location and shoot me any relevant alerts, that'd be kinda nice. All without a permanent chip.
precisely. there really is no justification for attaching a chip (which is pretty sinister, when you think about it) to every mobile device. when it's enforced by a mandatory, undemocratic law, as well... you have to ask what the fuck is going on. why can't the govt. release an app with the same purpose? a noble programme all of a sudden becomes a suspicious power ploy when they start talking about installing chips on every individual's hand-accessory...
